Two bills assaulting your Second Amendment rights have been filed in Springfield this week. Introduced today by state Representative Kelly Cassidy (D-14), House Bill 5167 seeks to impose a punitive tax on firearm ammunition purchases. House Bill 5631, sponsored by Representative William Davis (D-30), would force law-abiding handgun owners to comply with Chicago Mayor Rahm Emanuel’s (D) proposed statewide handgun registry scheme.

HB 5167 would impose a 2% surcharge on firearm ammunition purchases by law-abiding firearm owners in Illinois. This bill would create the High Crime Trauma Center Grant Fund and requires the 2% surcharge to be deposited into this Fund. Subject to appropriation, HB 5167 authorizes the Department of Public Health to make grants to trauma centers in high crime areas. HB 5167 has been sent to the House Executive Committee and awaits a hearing. Your NRA-ILA will continue to update you on the status of this bill. It is important that you contact House committee members TODAY and urge them to oppose this attack on gun owners! House Executive Committee contact information can be found here.

As previously reported, Chicago Mayor Rahm Emanuel proposed a scheme for statewide handgun registry in Illinois. HB 5631 would, if enacted, make this blatant attack on firearm ownership a reality. This bill amends the Firearm Owners Identification Act to include registration of all handguns with a tax of $65 to be paid on each handgun for initial registration and a $25 tax for renewal every five years. This bill would prohibit any person in Illinois from carrying or possessing a handgun without a certificate of handgun registration, and make the transport or possession of a handgun without this registration a Class 2 felony. Additionally, HB 5631 penalizes law-abiding firearms owners further by making it a Class A misdemeanor for the failure to report to local law enforcement that a registered handgun is lost, stolen, missing, or destroyed. This bill has been assigned to the House Rules Committee, and could be scheduled for a hearing at any time. In addition, please continue to voice your objections to House Bills 1294, 1599 and 1855, which the NRA previously reported on here. These anti-gun bills could be considered at any time.

the part i love the most is this:

so, let me get this right. You'll charge me for "Cadillac" insurance and tax me more in general so others can have insurance and now you'll gather money from firearm ammunition sales to give grants to trauma centers for those in high crime areas who likely dont have insurance??? (I am making an assumption that those in high crime areas are more likely to possess government insurance. Based on personal experience I believe it to be accurate)

May I suggest buying lots of ammo now? I have a feeling we'll all be using it sooner than later.

Somewhere I wrote a post about requiring firearms training in every HS. That way the bangers would at least shoot their targets instead of everyone else.

Hey the media covered conceal carry tonight. It was a 10sec clip of a meeting in logan square with the whole story lasting about 30 sec. Good coverage, lol.

We did an archery lesson when I was in HS that lasted a few weeks. That was pretty cool.

My friend married a Lithuanian and she told me that to graduate HS in the old country they had to throw live grenades. My Ukrainian colleague at work said she had to do the same.

I think that's a little overkill but I'm all for target shooting with 22 rifles. I suspect the liability for a local school district would be off the charts though. Then again, I bet statistically more kids would likely get seriously injured playing dodge ball or flag football than riflery.

Back in the day, Target Shooting was an elective in American Schools. It wasn't any big deal if you had a .22 Bolt Action in your locker. And in the country, boys would keep their shotguns in their lockers so they could go out hunting right after school. During WWII, teen girls were taught how to shoot at school since their men were going to war, and it was a plan to help defend the homefront.

We have quite short memories apparently.

Unfunny related story - This Monday, I was in Cabela's at Hammond randomly picking up some tackle and struck up a conversation with checkout lady about carry in Illinois. She was shocked that you weren't allowed to carry in IL.
