YORKVILLE -- Kendall County Board member Bob Davidson will come right out and tell you -- "Yes, I hunt. Yes, I own guns."

Davidson is not shy about his stance on people carrying firearms beneath suit jackets or sweat shirts either.

"It's part of the Constitution," he said, referring to the Second Amendment.

"It's a right," he said.

In fact, carrying concealed firearms is permitted in 48 states, according to the Illinois State Rifle Association.

Only in Illinois and Wisconsin is the action illegal.

On Nov. 4, Kendall County -- along with 13 other Illinois counties -- will gauge residents' feelings on the issue with a referendum on the ballot asking voters if the General Assembly should enact legislation to permit the carrying of concealed firearms.

This is an advisory referendum, however, meaning the results are nonbinding and will not alter any current laws or regulations.

The Kendall County Board approved the referendum as a resolution by a 9-1 vote, said board member Anne Vickery.

Board member Jesse Hafenrichter voted against it.

"I'm not against people defending themselves, of course," Hafenrichter said. "It just seems like a poor way to do it."

She raised concerns about an increased accessibility of guns to children and the irresponsible use of firearms by adults, should a concealed carry law pass in Illinois.

Hafenrichter admitted that she's in the minority among her fellow county board members.

"Even my own family doesn't agree with me," she said.

Neither, of course, do proponents of concealed carry laws.

They contend that carrying concealed firearms increases safety by enabling people to defend themselves, and others around them, against violent attacks.

A slogan on the Illinois State Rifle Association's Web site states, "When seconds count, cops are just minutes away."

The association's executive director did not return multiple requests for comment.

Concealed-carry cowboys?
Thom Mannard, executive director of the Illinois Council Against Hand Gun Violence, doesn't buy this argument.
"It's really that these people just want to be cowboys," he said, "be judge, jury and executioner ... under the cover that they're somehow being good citizens."

Fighting adoption of the concealed carry law, Mannard said, is among the council's highest priorities because they view it as counterproductive to reducing violence.

Even in Chicago, where violent crime is up from last year, Mannard discounted the idea that citizens carrying guns would stop shootings.

He pointed to the death of 17-year-old Kiyanna Salter, who was fatally shot by a man walking off a CTA bus earlier this month.

"You're telling me anyone would expect a guy getting off a bus to do that?" Mannard asked.

The rifle association points out that just the possibility of a potential victim carrying a gun could deter violence.

However, little data exists on the direct relationship between states that permit concealed carry and their violent crime rates.

Sheriff voices support
Kendall County Sheriff Richard Randall supports the concealed carry referendum on the November ballot.
"Law-abiding people just want to have that ability ... to carry a concealed weapon," he said.

And obviously, he said, there will be training and other requirements, "just like driving a car."

Should Kendall County residents vote overwhelmingly in favor of a concealed carry law in November, Vickery still is not sure it will make a difference in Springfield.

"Mayor Daley has come down very, very hard on guns in the city of Chicago, and I think it's going to carry a lot of weight as far as (concealed carry) becoming a law in the state of Illinois," Vickery said.

Even so, Vickery pledged to never vote against someone's right to bear arms, "if that's truly what the Constitution says."

I think that it should be permitted. I hope this goes for the best and that it gets momentum and decomes leagal to carry. I think it's ridiculous that 48 other states allow it and two don't!

Here's why this won't happen in Illinois: the average person can't control their roadrage half the time, putting loaded weapons within reach is probably not a great idea.

Although I don't agree with gun limits at a constitutional-rights-level, I think realistically it'll get harder and harder to pass this stuff every year that goes by.

My point is that with the current state of society and it's direction I don't think reversing this will get any easier as time goes on. If you want to carry a gun then your best bet is to move to one of the other states.

Illinois should become a "may issue" state, even if they exclude Cook County due to population density and to get Daley to agree. Or perhaps make it a county decision, so counties like Cook can opt out.

There are lots of state laws where there are exceptions or options for high-population areas written in so that the Chicago folks would not kill the law.

Although it wouldn't help those of us in Cook Cty, it would be good for this state to move forward on this issue.

IMHO, I'm all for C&C, but I *really* want a mandatory safety and law of firearm use class before anyone in IL can get the C&C. I'm hoping that would help filter out some future Darwin Awards and other future negative statistics.
