Mounting a Rail System for M4?

So I need to put a free float rail system on my M4. Does anyone do the work here or can recommend someone? Am I better off just buying all the tools and parts and doing it myself? I saw the tutorial on ar15.com and it didn't seem to difficult, but alas, I have 0 of the tools needed.
