WILLOWS -- The Willows Unified School District board of trustees has expelled a 16-year-old for having unloaded shotguns in his pickup parked just off the Willows High School campus.

The board voted 4-0 Thursday to expel junior Gary Tudesko after the weapons were discovered via scent-sniffing dogs on Oct. 26. Board Vice President Alex Parisio abstained from the discussion and vote because he is related to Tudesko's family.

Expulsion hearings are normally held in closed sessions, but affected students and their parents can request a public hearing.

Susan Parisio defended her son during the 105-minute public hearing at Willows Civic Center. She acknowledged that Tudesko was lazy for not storing the shotguns at home after a morning of bird hunting, but she questioned the district's ability to enforce its policies off Willows High School property.

"My son was not even parked on school property," Parisio said.

Willows High Principal Mort Geivett and other district officials did not appear to dispute that the parking space was off school property, but they cited several justifications. One of them was the legal doctrine of in loco parentis where school officials may act in place of a parent for school functions.

Geivett said the school was responsible for students traveling to and from school as well as during lunch. He said he believed that students should not possess weapons within 1,000 feet of campus.

his expulsuion definately smells wrong, espcially wher there were 2 other vehivles with ammunition and the other student that rode in the truck and bloonging to the other shot gun. but... isnt it illegal for a 16 yr old to own a firearm or isnt a parent/legal guardian required to be present when a minor has one?

Depends on the state. CA (where this story is from) there isnt a regulation banning possession of a long gun from a minor.


Honestly this story is complete BS. School district again going completely overboard. What are they gonna do next? Punish a student who lives within 1000' of a school for having firearms in his/her house?

I'm not crazy, my mother had me tested.

It's not a normal state violation that occurred; this is a school policy that's being used.

Local school districts here have very similar policies (and even more insane). Here they are worded so they can also claim your tire iron is a weapon and if it's in your vehicle then you can be expelled.

Common sense went out the window on this one. In some circumstances the policy can be good (if one wants/tries to use it as a weapon, or if someone breaks into the truck and takes it and starts shooting people; assuming there was ammo available)... on the other hand, there was no intention to use it as a weapon to shoot anyone.

I'm guessing if he was Muslim, people would be calling the school officials heros because they just stopped another Ft. Hood episode.

So if the kid got in a car accident going home it would be the principals responsibility correct? Per the principals own words?? I hope this guy and everyone on the school board loses their job over this one.

If the student is on a school bus, then I would agree with this. This was not the case, however, the student was parked FOR school and was parked AS a student at the time.

Technically in violation, but they over-reacted, IMO and at best a couple days suspension should have happened so everyone can save face. School can say they disciplined and the student isn't set back an entire year for the bad judgement.

Here's how stupid they schools are here... Back in MS, My son got suspended for 3 days because he drew a historically accurate cartoon with his friends as the world leaders. Someone got pissed off because 'Hitler' was depicted by his Jewish friend who actually ASKED to be him.... Basically, because he put real kids names on it and it involved violence they wanted to call the cops and have him arrested. The principal was literally out of control, off his rocker thinking he just stopped the next Columbine incident. THANK GOD for the assistant principal who helped diffuse the situation and reeled it into something less insane.

It's a school, they always go full tilt off the deep end no matter how insane it is.

Field trips happen that often include lunch. My youngest son went to Portillo's this year as part of a field trip.... on a bus...

I think private property rights take over in that instance if they live within 1000 and it's parked in their driveway. That's not what happened here. He was parked in a public place.

in 2nd grade I had to turn in a switchblade that I took to school, they gave it back. It was a nice one, small but with a really good spring and lock, not like those crappy black handled ones.

I would say the school overreacted with the guns, expulsion is way overboard. The current climate regarding schools and weapons is understandably touchy though.

When I was in high school, they put in place a zero tolerance policy for pretty much any "major infraction," which always ended in expulsion. One kid got expelled for having one of those $1 mini pocket knives that you can buy at the check out at Walgreens on his key chain.

Think of the children! Hisfellow students that are also hunters are now safe. Imagine if that unloaded weapon go within school grounds! An hour before those weapons were locked and loaded with no problems. Now they are safe, secure, unloaded and legal, and all hell could break loose!

Put yourself in the position of these school adminstrators......think of the number and violence of school shootings that have not been stopped because clear warning signs were ignored.

It's probably better to to have a tough enforcement policy and err on the side of caution than it is to just do nothing and risk another Columbine. You can always back off from a tough policy in certain cases, but you can never toughen up your soft policy when it's too late. Think of all the criticism piled on parents, school officials, law enforements personnel and the like because they either didn't have policies in place or warning signs were ignored.

I believe in the right to bear arms but there is always going to be this type of reaction when we are faced with the types of violence that occur daily in schools across the nation. Would you rather do nothing?

The GFSZ Act of 1996 is a federal law which prohibits firearms within 1000 ft of school property. This is not a school district or local ordinance violation.

If he was parked within 1000 feet, he is lucky he got off with expulsion as he could be looking at $5k in fines and 5 years of federal time.
