Selling Bullets

Were would I look to find laws governing the sale of bullets? NOT loaded ammo, but just the projectile. I'm looking into the idea of starting a small scale business that would include selling small quantities of projects for reloading.
I understand that I need some special permits to sell reloaded ammo, but again, I would not be doing this.

correct

http://www.atf.gov/firearms/faq/lice...obtain-license

Quote:
ATF will approve the application if the applicant:

* Is 21 years of age or older;
* Is not prohibited from shipping, transporting, receiving or possessing firearms or ammunition;
* Has not willfully violated the GCA or its regulations;
* Has not willfully failed to disclose material information or willfully made false statements concerning material facts in connection with his application;
* Has premises for conducting business or collecting; and
* The applicant certifies that:
1. the business to be conducted under the license is not prohibited by State or local law in the place where the licensed premises is located;
2. within 30 days after the application is approved the business will comply with the requirements of State and local law applicable to the conduct of the business;
3. the business will not be conducted under the license until the requirements of State and local law applicable to the business have been met;
4. the applicant has sent or delivered a form to the chief law enforcement officer where the premises is located notifying the officer that the applicant intends to apply for a license; and
5. secure gun storage or safety devices will be available at any place in which firearms are sold under the license to persons who are not licensees (“secure gun storage or safety device” is defined in 18 U.S.C. 921(a)(34)).
It doesn't have to be a storefront per se, but you do need to have a location that isn't your home. The FFL that did all of my transfers down in Bloomington had his garage converted into a workshop where he did transfers, a bit of sales and gunsmith work. That was good enough tor the ATF.

Rob, you are the shiznit.
But where does it say that the permanent addy can not by my home? Or are you referring to the separation of home and work? Don't remember details about this but I read about it in one of my small business books that you have to have a clearly defined area in your home as your "work space" to be defined as a home office. Of course I may be confusing two completely different things here.

Would I still need a type 6 FFL even though I'm not making anything?
What I'm planning on doing is buying different weight bullets (tips) and putting them into a sampler pack and reselling them. This way other ppl who reload can buy the sampler pack, do their own reloads, and determine which bullet weight shoots best from their rifle.
Was thinking of doing the same with powders so ppl could test different powders with out having to waste money buying a pound of powder only to use a few oz's worth.
I remember either Trent or OFC Ponch telling me about the hassles of being a manufactur and I don't want to mess with that.

Unincorporated Elgin?

Generally speaking, the ATF requires that your premises be in compliance with all local laws, including zoning stuff. So, if the licensed premises of your firearms business is in a residential structure/area that local zoning regs won't allow a business to be in, it's a no go.

In unincorporated areas or areas with lax zoning laws as far as home based business go, you can do it as long as you want to allow the ATF to come in your house without a warrant or probable cause.

Make sense?
