Traffic Congestion Sign

Last week when I was commuting to work. I got stuck in slow moving traffic(5 -10 mph) for 15 min because a Traffic signal is converted to a STOP sign.
Same situation for all four directions.

After being able to get past the stop sign and another block from there I saw another rider coming in the opposite direction going into that traffic. He cannot see the traffic jam yet and the traffic is going the way it should be at that point. I wanted to inform him to take a Detour. But did not know the best way to indicate that to him through sings.

So I am just wondering if there is a sign in practice that people use to warn others of such situations.
