∑ Seattle officer punches girl in face during jaywalking stop
Stressing that the move does not reflect a judgment on Officer Ian Walsh's actions during the Monday afternoon altercation, acting Deputy Chief Nick Metz announced the move at a news conference Tuesday morning in response to a bystander's' video of the incident.

"We are withholding judgment on the officer's actions," Metz said Tuesday. "That's one of the things we do during an investigation here."

The video, widely publicized since Monday evening, shows Walsh punch a 19-year-old woman who had grabbed him as he was trying to arrest another teen at a South Seattle intersection.

About 3:10 p.m. Monday, Walsh saw several people unlawfully cross Martin Luther King Jr. Way South near the arterial's intersection with Rainier Avenue South, according to a report issued by another officer. Rather than use a pedestrian overpass, the group wandered across the busy street.

Walsh stopped and ordered a 17-year-old girl to stop as she walked away from him. When she didn't, he tried to pull her back to the scene, and the jaywalking arrest took a violent turn.

Video shows Walsh, a four-year veteran with the department assigned to the South Precinct's patrol division, wrestling with the girl in an attempt to place her under arrest. When another woman grabbed him, he punched her in the face.

A bystander pulled the second woman away as Walsh continued to struggle with the 17-year-old. Both teens were ultimately arrested and have been jailed.

Addressing the incident Tuesday, Metz said a use-of-force review is continuing. He said the department also initiated a complaint to the Office of Professional Accountability, the civilian-led board that reviews complaints of police misconduct.

Metz said he and other leaders in the department are not prepared to pass judgment on the officer's actions or those of the young women until those reviews and the criminal investigation are complete. Walsh has been transferred to the training division for several days to review arrest procedures.

The review of arrest tactics and training ordered by Interim Chief Diaz will be global in nature and separate from the use-of-force review currently underway, Metz said. The move, he said, should not be seen as a criticism of Walsh's actions.

"Force never looks good," Metz said. "It's never pretty."

"We do have some concerns about the tactics the officer used," the deputy chief continued, adding that "these women do have to bear most of the responsibility for what occurred. … Whether or not you think an arrest is lawful … does not give you the right to resist that arrest."

The video comes on the heels of an April incident in which a Seattle detective was caught on video beating a Latino man as he lay on the ground. The detective was heard telling the man he was "going to beat the (expletive) Mexican piss out of you, homey."

Walsh is white; the two teens are black, as is the young man credited with helping the officer during the altercation.

Calling the violent altercation an overreaction to jaywalking, Urban League of Metropolitan Seattle President and CEO James Kelly was blunt in his response.

"Shame on you," Kelly said at a Tuesday news conference broadcast live at KIROtv.com.

"The use of violence in the form of a full-blown fist to the face was wrong," Kelly said.

"What the 17-year-old (girl) did was wrong," he continued. "I'm not making any excuses for her, but two wrongs don't make a right."

Metz said he was on the phone with leaders of the Seattle African-American community shortly after video of the incident aired on television.

"Obviously this has created a great deal of concern within the community, particularly the African-American community," said Metz, adding that the department is committed to doing "everything we can to repair any damage that's been done to that relationship."

Metz also thanked the unidentified young man who assisted the officer by attempting to restrain the 19-year-old woman. Doing so inside an agitated crowd, Metz said, "took a great deal of courage."

The 19-year-old woman was booked into King County Jail on suspicion of obstruction and has since been released. The 17-year-old was taken into custody at the Youth Services Center and was expected to appear in court later Tuesday.

I support the officer. Women or not, it's two against one and he's gotta control the situation begore the situation controls him. And I don't care if they illegally spit gum on the side walk, they should've taken their ticket and waited to pleaded their case to a judge; not escalate it to the point where the cop has to arrest them and punch a bitch.

If she was a slow walker the cop should have shot her. I encounter little gangbangers doing the ghetto shuffle across 63rd street on my way through Summit every day. They speed up when they see that I'm not slowing down for them.

I used to drive through stateway and robert taylor every day on the way home (canaryville represent!) and they would pull that shit with me all the time. My favorite solution was a quick twist of the right wrist placing my front wheel right at forehead level - when they realized there was no way in hell you were going to stop they no longer walked slow.

Most men will have a hard time committing to the punch when hitting a girl.Ya know a man may have second thoughts.

Most people some of you calling him a bitch have never committed to a punch either.

She deserved it.and she's lucky she didn't really get it.
