Any HVAC guys in the house?

So I moved into this new apartment and the damn upstairs neighbor runs his freaking bathroom fan all day and night and it is getting louder everyday! I have already talked to him but no luck on him changing. I know it is him as whenever his lights are off in the house there is no noise.

Question
Is there anything I can put in the air ducts to damper the sound of his bathroom fan through the ducts? We can hear it in 3 rooms echoing through the ducts.

God I can't wait till my house is built!!!

The bath fan should not be run into any of the ducts it should be vented separate . I would say it is probably loose and just needs to be tightened up to lessen the vibration it could be that it is worn out also !
