well what I don't get is that wouldn't he be run over anyway? I mean the other car was going to cross the intersection at a high rate of speed...unless the guy already crossed where the car that ran him over would have been.

Juding by his speed and direction, that poor guy was gonna get nailed eitherway. It appears the PT blew the red light based on the oncoming traffic slowing down, which means he was walking right in the path of the speeding car.
