In that case, $20 is too much to take. It is all relative to the victim. I can't remember the movie, but I remember the concept. There was a programmer that found a way to track many banking transactions, take the less than .01 change between the transactions, and transfer them into his own personal account. Which over millions of transactions, equalled quite a large sum of money. It is stealing, but I'm not going to miss or notice a half a cent missing from my account, not even .05 . So if a person were to do this to my account, I wouldn't ask the government to give the guy serious jail time or the death penalty .

If i pick pocket $20 from you is it stealing?

If i watch you drop $20 from your pocket as you leave and wait to pick it up is that stealing?

If i sold you a bike thats worth only $4980 for $5000 is that stealing?

Its all deception, misleading, and or stealing. Its how you make yourself FEEL better by telling YOURSELF your OWN justification.......
