traffic safety cars on the expressways

Reading the traffic van thread made me remember this safety car thing I see on 80/94 every so often. It looks like a late 90's econo-wagon festooned with lots of yellow lights - like the kind you see on construction equipment. It doesn't have a state plate and it's not a police vehicle, but it has these "official" looking signs about slowing down, driving safe, and obeying the speed limit. It always drives under the speed limit and I've seen a few people almost cream it. The first time I saw it, I wrote it off as some asshole trying to make a point, but I've seen it a few times now, so I'm not sure what to think.

Has anyone else seen this thing? I'm gonna try and get a cell phone picture next time...

I've seen it, it was going pretty slow in the right lane on 90. At first I thought it was something to do with the construction zone, the lights were kind of annoying so I didn't get close enough to pay any attention to it.
