that is not necessary true. I know someone that filed Bankruptcy and they were never given the title for their bike for obvious reasons and the bank had never come to get it. she sold the bike after moving back home and IL allowed the new owner to get a new title. Not saying it was easy but its doable

Seems to me, if you paid for it, you will be able to get a title. If you didn't pay for it (fully), then it belongs to whoever got stuck with the unpaid loan.

In the case above, the bank owned the bike, not the seller. Selling a bike you don't own is selling a stolen bike.

hasnt made a payment in 2 yrs and the bank never came for it? Hell an ex friend had his 86 mercury Capri rs repoed after he quit making payments for 4 months. He did keep parking the car in various areas to make the bank work to find it. He pretty much beat the hell out of it before they finally got it. The turbo was fried, clutch shot, exhaust was ripped off from offroading it, tires bald, radio ripped out and wires cut.

Wrong. I just got a stop payment on a check. Went to the cops and made a report. Unless there is a signed contract, it is still civil. Even with a contract the restitution is still civil.

the bank will just dump it at auction for a penny and put a lean against the person for the full amount + collection costs + fees + anything and everything else they can think of...
Generally when people fight banks, they lose in the end
