It was decided not to make it public knowledge in fear of causing panic. Hmmm.

+1. Very poor judgement.

Idiot 1 "Hey I got an idea, let's fly The 747 right over Manhattan and have some photo opportunities!"
Idiot 2 "Great idea! WHo do we need to contact?"
Idiot 1 "Well, ATC will need to get us some clearance. We need gas in the plane so ground crews need notification..."
Idiot 2 "Duh. That's right. Let's do it!"
Idiot 1 "Let's get an F16 to fly with us, just for the hell of it."

Catch 22

If you notify the public, you have just made the travels of AFO public. As such, you make it vulnerable to shoulder fired weapons.

If you don't notify the public, you have the reaction that you are all hearing about.

BTW - 1000ft in congested areas is legal. Heck 800ft AGL is standard for uncontrolled airport approach and 500ft AGL is the legal minimum if I recall. Anyone got current FARs in front of them?

Solution - Don't do it in the first place. It is a no-win scenario.

(a) Anywhere. An altitude allowing, if a power unit fails, an emergency landing without undue hazard to persons or property on the surface.
(b) Over congested areas. Over any congested area of a city, town, or settlement, or over any open air assembly of persons, an altitude of 1,000 feet above the highest obstacle within a horizontal radius of 2,000 feet of the aircraft.
(c) Over other than congested areas. An altitude of 500 feet above the surface, except over open water or sparsely populated areas. In those cases, the aircraft may not be operated closer than 500 feet to any person, vessel, vehicle, or structure.
(d) Helicopters. Helicopters may be operated at less than the minimums prescribed in paragraph (b) or (c) of this section if the operation is conducted without hazard to persons or property on the surface. So... they had an FAA waiver as well...

Still current as far as I know with the 500'AGL and 800'AGL uncontrolled airports. I think it's changed for the area around NYC and possibly other major metropolitan areas(???).

Oh, they also changed it to 500' elevation differences between flight patterns cross country. So, you will see planes even closer when you are up at altitude. Due to higher volume in traffic, more flights in more places.

The East Cost is a mess of minimum-safe altitudes and restricted zones.

They still should have told the public about it.

And BTW, it's not Air Force One, it is a VC-25. Air Force One is the call sign for any Air Force plane that the president is currently on.

Bush never gave the keys back, got all coked up and thought it would be a good idea to take the plane for a few laps around the Statue of Liberty.
