Looks pretty cool to me. Res is a little low, so hard to find out where you can improve. But at that res, it looks great.

Res shouldn't matter much, it's for a web banner and it won't be much bigger than this

Buildings are a bit blurry and light contrast and have a white outline. Background is probably ok. Is this the correct size or will it be smaller?

Looks ok. but it is to whited out on the top (sides. for a web banner it looks good though.

It'll most likely be a bit smaller. I do plan to use some shading for the top and sides within the banner. As far as the outline, I couldn't get the selection editor to cut any better than that

The color washes together too much (unless that is what you're trying to do)...

That tends to make the impression that it's not worth looking at... not 'eye catching'. Now, used in the right way and if that is the desired effect, you nailed it. IE: Using it next to something that is supposed to be the main eye-draw.
