Do MACs have the ability to recover data that has been deleted and removed from the recycle bin?

I want to say no, but also want to be sure before I tell a client that the data is gone. I know that some companies can recover data off of drives for a large fee, but just checking to make sure.

But, the more the device has been used SINCE the delete, the less likely recovery becomes as the 'freed' areas get re-used on the disk.
