more like degrade the hard drive?

or is it safe to format a drive as many times as you need to.

It will not hurt the drive. it can improve performance in some cases.
FYI... a full format will write the whole disk with format data, a quick format will just overwrite and clear the file allocation table (for a fat or fat32 partition) or the MFT (for a NTFS partition).

Regarding HDDs, I'm getting a secondary internal drive (500 jigs baby ) and is there a program to run on the new drive to check for any bad sectors? Or is a full format all I need to do?

a new drive should not have any bad sectors but if you really want to check, follow Odysseys path then click "check now) under the error checking section and then check the 2 boxes. you may need to reboot to completely check the disk. FYI... it will prolly take near an hour of more to fully check that 500 giggy drive.
